According to paragraph 10 of Government Resolution No. 224 of February 28, 2019, from July 1, 2020, it is prohibited to sell these goods without markings if they were produced or imported before July 1, 2019. According to paragraph 3 of Government Resolution No. 224 of February 28, 2019, everything that was produced or imported later must be marked by the manufacturers or importers themselves.
All those who work with tobacco products (retailers and wholesalers, manufacturers, importing companies, firms working directly with manufacturers or importers, etc.) are required to reflect all their operations in a single information monitoring system. This requirement does not apply to products without markings, but only if commercial property owners database they were released or imported before July 1, 2020. This condition is stipulated in paragraph 2 of subparagraph D, paragraph 4 of subparagraph G, paragraph 5 of subparagraph G of Government Resolution No. 224.

Footwear products
Mandatory labeling for non-food products of the "Footwear" group was introduced on July 1, 2020. Manufacturers, sellers, wholesalers, importers and other participants in the logistics chain are required to display all their operations (data on the entry and exit of products with labeling codes from circulation) in a single monitoring system.
Special conditions apply to unsold stock. If it was not initially marked, it will have to be done (by September 1, 2020) and the data sent to the unified information system.
If a batch of footwear (unmarked) was purchased before July 1, 2020, and imported later, then the deadline for applying markings to these products and transferring data to the monitoring system is August 1, 2020.
Dairy products
Labeling of dairy food products was introduced on June 1, 2020 (as an experiment). The requirement applies to manufacturers, importers, wholesalers and retailers of certain types of dairy products, as well as enterprises whose scope of activities includes the provision of catering services.

What is included in the concept of "dairy products" here? Government Resolution No. 836 of June 29, 2019 defines it as follows: products manufactured industrially and packaged in consumer packaging, made from pasteurized, ultra-pasteurized, sterilized, ultra-high-temperature-treated milk or from pasteurized, ultra-pasteurized, sterilized, ultra-high-temperature-treated dairy products.
Medicines
Government Resolution No. 2738-r of December 10, 2018 approved the list of drugs belonging to the group of high-cost nosologies. Pharmacies and medical institutions planning to work with drugs from this list began to register in the Honest Sign product labeling system from July 1, 2019. And according to Government Resolution No. 1557 of December 14, 2018, all drugs included in this list must be labeled from October 1, 2019.
Labeling of other medicines was launched on January 1, 2020, that is, this is the beginning of the registration of pharmacies and medical institutions in the Honest Sign system. The release and import of drugs without labels is prohibited from July 1, 2020. If a drug without labeling was in circulation before July 1, 2020, then its sale is allowed until the expiration date. This is stipulated in Law No. 425-FZ of December 28, 2017 (clause 7 of Article 1, clause 2 of Article 2) and in Government Resolution No. 1556 of December 14, 2018.
Perfumery products (perfume, eau de toilette)
According to Government Order No. 792-r of April 28, 2018, a mandatory monitoring system for perfume group products came into effect on December 1, 2019. The deadline for mandatory registration of all participants is March 31, 2020.
Perfume products
Mandatory labeling of perfumes and eau de toilette produced or imported into Russia will be introduced from October 1, 2020. The sale of unmarked warehouse stock (produced or imported before October 1, 2020) is permitted until September 30, 2021. This is stipulated in Government Resolution No. 1957 of December 31, 2019.
