Sergey Dragomirov also noted that confusion often arises in the practical application of regulations, especially among regional participants in the industry:

"I often hear the question, which document is more important. In fact, both are more important, but the priority germany phone number list still goes to the 331st resolution."

Regional initiatives in information modeling
"In addition to the requirements of the Ministry of Construction in the form of federal regulatory legal acts, we are developing the topic of information modeling at the level of subjects. I would still give the palm of primacy here to two large capitals: St. Petersburg and Moscow," the expert emphasized.

Thus, the specialists of Mosgosexpertiza presented balanced requirements adapted to various types of objects and functional purposes. They cover not only IFC, but also proprietary formats, which allows for a more flexible approach to design and improves the quality of information model management at the municipal level.

“Unfortunately, experts at Mosgosexpertiza itself do not always have a very good understanding of the requirements that are written in the regulations, and often in their comments they frankly overdo it,” the speaker noted, adding that Moscow is currently working on a major project to create a set of regulations that will replace the current requirements of Mosgosexpertiza.

This project consists of at least 16 documents covering various aspects of urban development policy and proposes the introduction of comprehensive regulation of information modeling in the capital. They are being developed to improve control over the quality of construction and design work, as well as to create a single standard that can be adapted to the federal level in the future.

Changes to 384-FZ and new mandatory GOSTs
From September 1 of this year, technical regulation 384-FZ changed, which directly affected the examination requirements. The main changes concern the expansion of the list of standards and technical requirements included in the regulation. This applies, in particular, to eight sets of rules and eight GOST standards, which have now become mandatory and are subject to strict implementation. The use of the register of requirements will be included in the subject of examination from March 2026.

The new register will include a list of GOSTs and SPs, among which documents regulating BIM will play an important role. For example, the technical regulations will include GOST 21.101, which assumes that any design documentation prepared using TIM must be interchangeable with the text and graphic part of the project. These mandatory requirements are aimed at ensuring a holistic presentation of design solutions regardless of the format of the documentation. Ignoring them will be equated to failure to comply with the requirements of the technical regulations.

Requirements and recommendations for the development of digital models
Against the backdrop of changes in regulatory documents, the Ministry of Construction is actively developing and introducing additional documents regulating the process of creating digital information models. In particular, requirements have been formulated for various categories of objects. The design documents contain information on the parameters of digital models, including mandatory and optional attributes f
