The state collects a lot of data about its citizens (and not only) - this is important for maintaining order and the work of state institutions. Only publicly available information can be obtained from open databases. But not all information that can be found on the Internet is publicly available.
For example, a company has posted its details and all the necessary data needed to pay for orders. Anyone can get them and even post them on other resources - this is not a violation.
